Leveraging AI to support Sustainable and Circular Public Procurement mainstreaming

The resource aims to use AI to help public procurers more easily identify, understand and apply existing sustainable and circular public procurement criteria, translating them into practical, context-specific requirements for real procurement processes.

This paper presents a proposed UNEP initiative to use artificial intelligence to help bridge the gap between Sustainable Public Procurement (SPP) and Circular Public Procurement (CPP) policy and practical implementation. It outlines the development of an openly accessible, AI-supported platform that would consolidate existing validated procurement criteria and guidance, provide context-specific recommendations, and help procurers translate sustainability requirements into tender specifications, award criteria and contract clauses. The paper also sets out the project’s objectives, phased implementation plan, initial focus on the built environment, partnership and governance model, and approach to responsible AI, including human oversight, source transparency and alignment with national procurement frameworks.
