Governments Highlight Circular Solutions to the Global Housing Challenge at the World Urban Forum (WUF13)

How can circular economy help to solve the global adequate housing crisis? To bridge the housing gap without crossing the planetary boundaries requires an urgent shift from destructive extraction to regerative systems. The GlobalABC/One Planet Network Circular Built Environment (CBE) group's event at the WUF13 in Baku Azerbaijan "Policy Pathways for advancing adequate housing through circular construction" (Tuesday 19 May 2026) discussed the three sides of circular built environment 1) prioritize retrofitting, 2) material circularity and 3) design for circularity. During the event the governments of Senegal, Bangladesh and Ukraine shared their experiences and priorities related to circularity in the built environment.

A policy paper "Scaling Circular Construction to Realize the Right to Adequate Housing for All: Policy Pathways", a key topic product of the GlobalABC/OPN CBE group, was launched during the event. This policy paper developed by UN-Habitat with the suport of the CBE group members discusses how circularity can help to close the global housing deficit in a way that we can stay within the planetary boundaries, and introduces policy analysis and experiences from the case study countries.
